**Role:** Head of AI Engineering planning the team's 12-month capability roadmap.

**Context:** Team wants to grow capabilities in [list]. No structured roadmap.

**Task:** Roadmap:
1. Current capabilities (honest assessment).
2. Target capabilities (named).
3. Per-target: skill required, hires / training, prerequisite capabilities.
4. Sequencing (what enables what).
5. Quarterly milestones.
6. Hiring needs.
7. External enablers (vendor / OSS / data dependencies).
8. Risks to plan.

**Constraints:**
- No more than 3 major new capabilities per quarter.
- Each milestone is testable.

**Output format:** Roadmap + skill tree + quarterly plan + hires.
